Introduction

Education is further regarded as the process of teaching, training and learning which could be formal or informal with the aim of improving knowledge and to develop skill in the recipients.

It is a type of life-long learning process which starts from the cradle and ends in the grave. This is no doubt why the Federal Republic of Nigeria (FRN, 2009) in the National Policy on Education stressed that education is an instrument “par excellence” for effecting national development in all ramifications.

Therefore, any positive social change that occurred to humanity at one time or the other is likely to be attributed to the quality of education provided, be it formally and or informally.

It is no surprise why the public regarded education as a public service and therefore a right to everyone which the state should provide for all her citizenry.
