Abstract

Since pre-colonial era, unrelenting efforts have been enacted to position Local Governments as effective tools for rural development. These experiments have often been characterized by incompatibility, misapplication and ultimate failure.

It is true that various policies and programmes aimed at establishing the basic fundamental roles of the local government to positively affect the fortunes of the rural populace have been developed and pursued.

Unfortunately, in recent times, Local Governments continued to be trailed by some constitutional, organizational and operational constraints in their course of developing the rural communities.

This work therefore, is specifically designed to examine the extent to which Obot Akara Local Government as a democratic institution had gone to achieve rural development.

The study also tries to ascertain how the council mobilized its resources for specific projects embarked upon, as well as the extent of state support to the realization of rural secondary source.

To perform this feat, the work draws and analysed data from secondary source, such as published and unpublished texts, articles, journal, magazines, newspapers etc. and primary source through the administration of structural questionnaires.

The data obtained were used to test the three hypotheses formulated in the course of the study. The chi-square (X2) analysis at 0.05 level of significance is used to test the hypotheses.

The result of the analysis shows that low revenue generated from internal source and the amount allocated to the council from the Federation Accounts are grossly inadequate for any meaningful development in Obot Akara.

Introduction

1.1 Background of the Study

This chapter of the work deals with the issue of local government as an agent of rural development, using Obot Akara Local Government as a case study. It has been established and substantiated over the years by scholars (domestic and international) that local government is the government institution closest to the people especially the rural based.

It is pertinent also to stress that in Africa (with particular reference to Nigeria) 70% of the populace are based in the rural areas and majority of them are living in abject poverty.

Against this background, there is a need for serious intervention by the different arms of government so as to promote socio-political and economic development of these people.

As such, the local government is seen by people, scholars and interested social commentators as a veritable instrument that could be deployed to help alleviate poverty of these poor rural based and also engender sustainable rural development.

To this end, this work intends to critically evaluate and assess the role of local government in rural development.
